DDRB 2009

The DDRB Report was published yesterday.  The DDRB report has been accepted by the Government and will be implemented in full.

The reports for all public sector pay were published. The recommended increases in Civil Servant and Judges pay increases have not been accepted and downgraded.

The report  must be considered against a background of a global financial crisis.  Many of our patients are facing redundancy, a 0% uplift in pay and some even facing a pay cut.

The DoH was asking for a maximum uplift of 1.6% and the GPC was  asking for an uplift of 4%.

The key points of the report are:

GMS payments will be increased by 2.29% which includes an element for expenses (see below)

The expected average practice increase is 1.5%

Seniority payments will remain unchanged

The minimum and maximum recommended  salary ranges for salaried GPs will be increase by 1.5%

The GP registrar supplement will be decreased again from 50% to 45%

Trainers Grants will be increased by 1.5%

In 2006/7 GP income fell by 2.1%


For this year only, it has been agreed that the uplift in the GMS contract will be divided between Global Sum (GS), Correction Factor (CF), Enhanced Services and QoF.  The ratio that will be applied is 7, 2, 5, 5.

This will mean that all practices will receive and increase in resources but those practices with little or no CF will gain the most.

The DDRB is a national body and reports on all doctors remuneration.  The only exception are PMS and APMS GPs.  These are local contracts and therefore they are subject to local agreements. It is expected that PMS contracts will be subject to the same uplifts as GMS.
